Abstract

The phenomenon of the homeless and beggars (*gepeng*) is an urban social issue that continues to evolve alongside the pace of urbanization and economic growth in Palangka Raya City. Their presence not only affects the city's aesthetics and public order but also reflects disparities in social welfare. This study aims to analyze the role of the Palangka Raya City Social Agency in addressing the issue of the homeless and beggars, as well as to identify the obstacles encountered in the field. A descriptive qualitative research method was employed, utilizing data collection techniques such as in-depth interviews, observation, and documentation. The findings indicate that the Palangka Raya City Social Agency has fulfilled its roles as a regulator, facilitator, and catalyst through initiatives such as "sympathetic" enforcement sweeps, temporary social rehabilitation guidance, and repatriation to their places of origin. However, the effectiveness of these efforts remains hampered by budget constraints, the absence of a permanent city-owned rehabilitation center, and low public participation, as people frequently give money to them on the streets. The study concludes by emphasizing the need to strengthen local regulations, establish an integrated rehabilitation center, and conduct more extensive public education.
