ANALISIS KRITIS TERHADAP KEBIJAKAN PUBLIK DALAM MENANGANI KASUS PELANGGARAN HAK ASASI MANUSIA DI PALANGKA RAYA

Abstract

This study critically analyzes public policies for addressing human rights violations in Palangka Raya and evaluates their effectiveness in protecting the rights of affected communities. It employed a descriptive qualitative approach with an exploratory research design. Data were collected through in-depth interviews and participatory observation involving 15 purposively selected informants, including government officials, human rights activists, and victims of human rights violations. The data were analyzed using thematic analysis to identify patterns and key themes related to policy implementation. The findings indicate that public policies for addressing human rights violations in Palangka Raya have not been implemented effectively. The main barriers include limited understanding of human rights law among government officials, inadequate training, insufficient funding, restricted access to government information, and weak coordination among stakeholders. Communication and collaboration between the government and non-governmental organizations remain suboptimal due to mutual distrust and resource limitations. Community participation in policymaking, monitoring, and reporting human rights violations is also limited, contributing to public dissatisfaction with the government’s response. Although several initiatives have been undertaken by the government and non-governmental organizations, their effectiveness requires further improvement. The study concludes that public policy reform should emphasize inclusiveness, transparency, accountability, victim-oriented protection, and meaningful public participation. Strengthening officials’ capacity, allocating adequate resources, improving access to information, and establishing collaborative mechanisms among the government, civil society organizations, law enforcement agencies, academics, and local communities are essential for creating a more effective and sustainable human rights protection system in Palangka Raya.
