Fungsi Pengawasan Anggota Dewan Perwakilan Rakyat Daerah Kabupaten Kapuas Terhadap Kebijakan Bupati Kapuas Tahun 2017

Abstract

The purpose of this research is to know (1) the implementation of supervisory function of members of Kapuas People's Legislative Assembly of Kapuas regency in 2017, (2) obstacles in the implementation of supervisory function, and (3) Efforts of members of the Regional People's Legislative Council of Kapuas Regency in overcoming obstacles implementation of supervisory functions on the policy of Bupati Kapuas in 2017. The data collection techniques used in this study are observation, interview and documentation. While the analytical technique used is qualitative analysis. The conclusions of the research results are (1) the implementation of the supervisory function of members of the Regional People's Legislative Assembly of Kapuas Regency is in accordance with the regulations of the Regional People's Legislative Council of Kapuas Regency, but is still not maximized, (2) Constraints in the implementation of supervisory functions, namely technical constraints and constraints of interest (3) Efforts to overcome obstacles in the implementation of supervisory functions, namely: to build cooperation and communication between members of the Regional People's Legislative Assembly of Kapuas Regency and Kapuas District Government, especially the Regent of Kapuas, and to carry out supervisory functions in accordance with the fixed procedures in the rules of the Council Regional Representative of Kapuas Regency. Based on the above conclusions, it can be suggested: (1) For members of the Regional People's Legislative Assembly of Kapuas Regency should guard the established supervisory standards and apply objective to the results of supervision, and (2) For Kapuas Regent, it is expected to develop transparency and information disclosure, members of the Kapuas Regional People's Legislative Assembly may know, understand and access information relating to the policy of Kapuas Regent.
